This subdomain is a territorial trust intermediary. It is not a commercial site and it does not replace external identities. Its function is to register certifier portals and publish criteria for projects operating or researching in the United States.
What it does NOT do
- Does not absorb external domains or identities.
- Does not speak for certified sites: it only declares certification state.
- Not a marketplace, does not sell, does not run campaigns.

Certifies that a portal/project meets minimum criteria to operate coherently under a territorial framework in the United States.

- Clear identity: name, purpose, and accountable party declared.
- Semantic coherence: the site describes itself consistently and verifiably.
- No impersonation: no certification for content that misleads about authorship or origin.
- Operation vs R&D separation: neither category implies the other automatically.
- Revocability: a certification can be suspended without collapsing other portals in the system.
Verification
A valid certification must always indicate: type (Operation or R&D), node (United States), status (active/suspended/revoked) and a verifiable link to the statement.
Note: Portals (domains/subdomains) are the certifiers of external sites.
This territorial node registers those portals and establishes the framework.
